What is the 8th Pay Commission?
The 8th Central Pay Commission (8th CPC) was constituted by the Government of India on November 3, 2025, with Justice Ranjana Desai as Chairperson. It is mandated to review and recommend revisions to the pay structure, allowances, and service conditions of approximately 50 lakh central government employees and 67 lakh pensioners.
Pay commissions are constituted every 10 years. The 7th Pay Commission was implemented from January 1, 2016. Following the same cycle, the 8th CPC has a reference date of January 1, 2026, meaning all revised pay will be effective from that date — with arrears paid once the commission's recommendations are officially implemented by the government, which is expected in 2027 or 2028.
The key variable is the fitment factor — the multiplier applied to your current basic pay to arrive at the new basic pay. Employee unions have demanded a factor of 3.83 (via NC-JCM memorandum submitted in April 2026), which would raise the minimum pay from ₹18,000 to ₹69,000. The government is expected to settle on a lower figure — analysts estimate 2.57 to 2.86.
8th CPC Fitment Factor — What Each Option Means
Conservative — Government's likely floor
Minimum pay rises from ₹18,000 to ₹41,040. This is the scenario where the government prioritises fiscal consolidation. At 7th CPC, the fitment factor was 2.57 — going below that would be politically difficult, so 2.28 is more of a floor than a likely outcome.
Moderate — Matches 7th CPC benchmark
Minimum pay rises to ₹46,260. This is seen as the baseline "fair" outcome since it matches the fitment factor used in the 7th CPC. Gross salary increase after accounting for DA reset will be modest — around 20–25% net.
Likely — Employee union primary demand
Minimum pay rises to ₹51,480. Most government salary analysis portals use 2.86 as the benchmark estimate. This would represent a meaningful raise above the 7th CPC level and is the figure most commonly cited in news coverage of 8th CPC salary projections.
NC-JCM demand — Minimum pay ₹69,000
The National Council Joint Consultative Machinery (NC-JCM) submitted a memorandum in April 2026 demanding a 3.83 fitment factor, which would raise the minimum pay to ₹68,940. This is considered an aggressive demand — historical precedent suggests the government will accept something between the floor and the union demand.
HRA, DA, and Allowances Under 8th CPC
Under the 8th Pay Commission, allowances will be recalculated on the new basic pay. Here is what to expect:
Dearness Allowance (DA)
Current DA under 7th CPC: 60% (Jan 2026). At 8th CPC implementation, DA merges into the fitment factor and resets to 0%. It will begin accumulating again on the new basic pay based on CPI-IW data.
House Rent Allowance (HRA)
X cities (Delhi, Mumbai, Bengaluru, etc.): 30% of basic. Y cities: 20% of basic. Z cities: 10% of basic. HRA will be calculated on the new 8th CPC basic pay — so it increases proportionally with the fitment factor.
Transport Allowance (TA)
Level 1–2: ~₹900 + DA%. Level 3–8: ~₹1,800 + DA%. Level 9+: ~₹3,600 + DA%. The 8th CPC may revise these slabs. Since DA resets, TA also effectively drops temporarily before building back up.
The net effect is that gross salary at the point of 8th CPC implementation may be similar to or only modestly higher than current gross — because the 60% DA drops to 0%. The long-term benefit is a higher base that DA accumulates on, leading to significantly higher gross within 2–3 years post-implementation.
8th Pay Commission Impact by Exam / Department
SSC CGL — Tax Assistant, Auditor, Inspector (Level 4–8)
SSC CGL posts range from Level 4 (₹25,500) for Tax Assistant to Level 8 (₹47,600) for Inspector of Income Tax. At 2.86 fitment: Level 4 basic becomes ₹72,930 and Level 8 becomes ₹1,36,136. SSC CGL is among the most searched exams for 8th CPC salary impact because of the large number of aspirants (20+ lakh applications per cycle) and the significant jump it represents for junior-level entrants.
IBPS / SBI Banking — PO and Clerk (Level 4 and 7)
IBPS Clerk posts map to Level 4 (₹25,500). IBPS PO and SBI PO map to Level 7 (₹44,900). At 2.86 fitment: Clerk basic becomes ₹72,930 and PO basic becomes ₹1,28,414. However, note that public sector bank employees follow the Indian Banks' Association (IBA) bipartite settlement for wages — not the Pay Commission structure. The 8th CPC does not directly apply to PSB bank employees, though it influences IBA settlements indirectly.
Railways — RRB NTPC, Group D, ALP (Level 1–6)
Railway employees are central government employees and are directly covered by the 8th CPC. RRB Group D (Level 1): basic rises from ₹18,000 to ₹51,480 at 2.86. RRB NTPC posts (Level 2–6): range from ₹56,914 to ₹1,01,244 at 2.86. For railway employees currently in service, the 8th CPC will also affect pension calculations and retirement benefits.
State Government Employees
State government employees are not directly covered by the Central Pay Commission. However, most states revise their own pay scales in alignment with central recommendations — typically with a lag of 1–2 years. APPSC, TSPSC, TNPSC, MPSC, KPSC employees should look for their respective state government notifications for state-specific pay revisions.
